Joseph Edward Bussard, Jr. was an American collector of 78-rpm records.
Bussard was born in Frederick, Maryland, on July 11, 1936. In his teenage years, he and his cousin gathered everything from rare coins to beehives to bird nests. He had a lifelong passion for collecting. His distaste for contemporary music, particularly rock and roll and hip hop, was well known.
In 1965, Bussard wed Esther Mae Keith; they had a daughter. He passed away from pancreatic cancer at his Frederick, Maryland, home on September 26, 2022, when he was 86 years old.

Between 15,000 and 25,000 records, mostly American folk, gospel, jazz, and blues from the 1920s and 1930s, were collected by Bussard.
He was the focus of the documentary Desperate Man Blues, and a compilation CD called Down in the Basement used material from his collection.
