In Murrieta, California, Shakir attended Vista Murrieta High School. He made a commitment to play college football at Boise State University. As a true freshman in 2018 at Boise State, Shakir played in 10 games with one start.

He scored once receiving and once rushing on 16 receptions for 170 yards. He started five of his 14 games as a sophomore in 2019, amassing 63 receptions for 872 yards, six receiving touchdowns, and three rushing scores.

Shakir returned to Boise State in 2021 to play his senior year. Shakir holds degrees in communications and logistics.
