Brisker was born and raised in Pittsburgh, Pennsylvania.
He played basketball and football when a student at Gateway High School in Monroeville, Pennsylvania.
Before it became clear that Brisker would be academically ineligible to play NCAA Division I football owing to a low SAT score, he was being pursued by a number of top football programmes.
He turned down offers to play junior college football from Youngstown State, Toledo, and California University of Pennsylvania in favour of enrolling at Lackawanna Community College.

At Lackawanna to College, Brisker started his college career. [4] Brisker decided to transfer to Penn State after his freshman year despite receiving offers from Alabama, Ole Miss, Maryland, Mississippi State, Pittsburgh, Utah, and West Virginia. He had 64 tackles, 17 tackles for a loss, nine sacks, broke up five passes, caused one turnover, and recovered one fumble as a sophomore.
