Born on May 21, 1996, in Firebaugh, California, and raised on a cotton farm of 3,000 acres (1,200 ha). Later, he attended Reedley College, a junior college, after graduating from Firebaugh High School.

Prior to the 2015 season, Allen enrolled at the University of Wyoming after making a commitment to it. He participated in two games and made one start in his rookie season before breaking his collarbone, which caused his season to be over.
He then met the requirements for a medical redshirt, recovered from the injury in 2016, and started for Wyoming.
After college, he was drafted by the Buffalo Bills as the seventh overall pick in the draft, trading up from 12th overall with the Tampa Bay Buccaneers to make the selection.
